I have tried to add regular text to the frontend submission form, such as a note regarding the time zone and a note regarding fortnightly events. Is this possible?

The main issue, which took me very long to understand, was that I had to drag the elements from the toolbar to the form. I thought that I just click them, they appear at the bottom, and I then drag them in place...

Yes, from the builder toolbar -> custom content section -> paragraph element.
